Caller configuration stamp for a same-toolchain runtime boundary.

Initialize with ZXSD_RUNTIME_CONFIG_INIT in application code. The fixed array order is part of ZXSD_RUNTIME_ABI_VERSION. This stamp is not a portable wire format and does not replace matching architecture/ABI flags.
